Installing apps from outside the App Store is currently not available outside the European Union. The biggest reason for this is security, according to Apple. On the other hand, iPad users will not be able to install apps from outside.

The reason for this is that the European Union regulations treat iOS and iPadOS platforms separately. External downloading is only mandatory for iOS. Apple also took advantage of this. Thus, iPad users are treated as second class in the same ecosystem.

On the other hand, the choice of alternative internet browser and wallet payment app is also only for iPhone. In addition, a 17 percent cut in subscription fees in the first year and a 10 percent cut in the following year are also included in this regulation.
