Apple: Not Related to iCloud Photos
According to Apple, the issue is not related to iCloud Photos. Instead, it originates from a corrupted database entry in the device's file system.
Photos that were not completely deleted from the device were not synchronized with iCloud Photos. These files were only stored on the device. However, during a restoration from backup, device-to-device transfer, or restoring from iCloud Backup without using iCloud Photos, these files could have been transferred from one device to another.

Apple also responded to a Reddit user who shared that photos reappeared on their sold device. Apple states that this claim is incorrect. The company says that after using the specified steps (Settings - General - Reset - Erase All Content and Settings), all files and content are permanently deleted from a device. After these steps, everything on the device is permanently erased, and there is no chance of old photos reappearing. Meanwhile, the post regarding this complaint was deleted after Apple's statement.
Affects a Small Number of Users and Photos
Apple also emphasizes that this issue affects only a small number of users and a small number of photos. The company also adds that users do not have access to others' photos or videos. While the iOS 17.5.1 update resolves this issue, it's still advisable to open and check the Photos app for peace of mind.
